Responsibilities

Peraton is seeking a highly qualified SME Quality Performance Lead in support to the upcoming LONG-RANGE ENTERPRISE INTELLIGENCE, SURVEILLANCE, AND RECONNAISSANCE ACTIVITY (LEIA) in Honolulu, HI, supporting a DoD customer. Peraton will deliver a broad spectrum of Command, Control, Communications, Computer, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) capabilities to support SOCPAC missions and it’s AORs. Capabilities include using air, maritime, ground, and space-based platforms to meet mission needs in an ever-changing threat and technology landscape. Our team will provide support to continuously evolve and leverage the latest technologies and best practices to rapidly refresh capabilities and ensure platforms and intelligence operations are optimized to support the SOCPAC missions.

Responsibilities:

  • Closely collaborate with PM, DPM and Program Operations Lead to plan, design, and execute Quality Performance programs and processes in support of DoD needs within the assigned region. Reports to the Program Operations Lead.
  • Advises the PM, DPM and Program Operations Lead on Quality Performance engagement, execution, and reporting.
  • Plans, develops, implements, and communicates the Program’s Total Quality Management System (TQMS) policies, processes, and procedures, published in the Quality Management Approach (QMA), to manage TO scope, content, and risks with an Agile process cycle to meet and exceed customer quality expectations across the DoD customer’s geographically dispersed program.
  • Plans, develops, applies, and manages Quality, Performance, & Risk Management (QPRM) processes across Task Areas and teammates.
  • Confirms that tailored Program Quality Management policies, processes and procedures align with ISO 9001, AS 9100, IS-BAO, standards and CMMI Dev & Services maturity models.
  • Confirms that program deliverables are transferred to the Government in a timely fashion via Program’s 1VIEW and AAS ASSIST PAC as appropriate.
  • Manages Quality of Task Order (TO) deliverables and assists quality management across projects under the Program TO.
  • Guides program, project managers, and respective teams to implement organizational processes and best practices.
  • Regularly meets with customers and obtains feedback via face-to-face meetings and/or online customer satisfaction surveys.
  • Collaborates with the resource manager to develop and publish a standard for site-specific playbooks; periodically reviews site-specific playbooks for implementation, completeness, and staff familiarity.
  • Manages the performance of project evaluations, gap analyses, audits, and action plans.
  • Coordinates the Quality, Performance & Risk Management (QPRM) Council and Quality Engineer/Continuous Improvement Specialist during transition-in and program execution to plan and manage service functions, processes, and tools.
  • Manages the development and/or modification of processes, procedures, templates, and other process artifacts for organizational process improvement efforts.
  • Performs management functions such as: planning/scheduling, training and mentorship to personnel, providing proper resourcing, and status reporting to senior management for all process improvement, QA, and customer satisfaction activities.
  • Participates in internal and external program performance reviews to provide the status of quality activities and improvements.
  • Verifies the status and completion of performance requirements with TOPM concurrence to verify that all contractual requirements are being tracked.
  • Oversees and/or participates in continual improvement initiatives.
  • Plans, designs, and leads the service performance optimization process to apply adaptive, controlled Define, Measure, Analyze, Improve & Control (DMAIC) continual improvement facilitating project execution meets and exceeds DoD customer expectations to provide efficiency, prioritize risks, and track corrective actions
  • Uses 1VIEW tools and dashboards to document quality and risk metrics/key performance indicators (KPIs)/measurements/and results, report status, and submit deliverables in the execution of quality and risk management
  • Develops/updates, coordinates, facilitates reviews of, and submits program deliverables (e.g., Program Management Plan (PMP) ). Review contract deliverables for content, format and completeness prior to delivery.
  • Tune, coordinate, and deliver enterprise programs to identify training needs of regional employees to facilitate growth and development of program talent; conduct onboarding of staff and train all levels of personnel in Program procedures and personnel/personnel security processes.
  • Some positions may require shift work and/or an ability to work a non-standard work schedule to support the DoD customer mission.

Qualifications

Required:

  • 10+ years experience in related field, higher degree stronly desired
  • 5+ years of experience in Quality Assurance.
  • 2+ years of experience in a QA team leadership role.
  • Knowledge of software development lifecycle (SDLC).
  • Experience with Agile and Scrum methodologies.
  • Ability to work in a fast-paced, dynamic environment.
  • Clearance: DoD Secret clearance required; TS/SCI desired

  • Program Management Professional (PgMP) or Project Management Professional (PMP) – issued by Project Management Institute (PMI)
  • Certified Scrum Master (CSM) – issued by Scrum Alliance

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
